The first reason is Christian Bale is busy doing the shooting of Marvel Studios Thor: Love and Thunder as he is playing the role of the main antagonist, Gorr The God Butcher, and the movie is releasing on July 7th, 2022. Christian Bale went in for reshoots after the movie wrapped its filming. So, for that, he didn’t get time to play a role in The Flash movie as Bruce Wayne a.k.a Batman.
